Effective September 17, 2026, San Bernardino County requires County lobbyists to register and maintain current information regarding their lobbyist status.
A “County lobbyist” is any “individual, firm, or organization that receives compensation of at least $1,000 in a calendar month, excluding reimbursement for reasonable expenses, for engaging in lobbying. This definition excludes any individual, firm or organization retained by a County governed entity who advocated on behalf of a County governed entity before state or federal bodies, provided the advocate activities are within the scope of work.”
Lobbyists are encouraged to read and review County Ordinance No. 4517 to determine if they meet the requirements of having to register with the County and for further information about what is considered lobbying under the County Code.
Registration is completed by using our online system, and then annually going forward.
